City of Vaughan Asks OLA Members For Help On Short-Term Rental Policies

Upcoming report
On April 1, 2019, the City of Vaughan Finance, Administration and Audit Committee (FAA) will consider and receive input from the public on a staff report proposing establishment of a regulatory regime for short-term rentals (STRs), including technical amendments to the City’s Zoning and Municipal Accommodation Tax regulations, and the creation of a licensing framework and related inspection processes.
Staff recommendations include:
To create a Short-Term Rentals by-law, to address a growing number of community concerns, including safety, nuisance and property standards issues, including:
the establishment of a regulatory framework that will place parameters around what constitutes a legal STR, ensure minimum standards are met, and require the maintenance of a valid municipal licence; and
the introduction of licensing fees for STRs, at an annual rate of $300 per property, and for STR brokers, an escalating fee structure, ranging between $500 and $10,000, based on numbers of properties managed.
To amend the Zoning By-law 1-88, as amended, to define STRs and add provisions restricting them to one per property, only principal residences, and only in zones that permit residential uses.
To require that Short-Term Rental accommodations be subject to the City’s Municipal Accommodation Tax.
