Outside water faucet for tenant use

Does a landlord need to allow tenants of small low rise building access to using the outdoor faucet? The landlord pays for water usage.
Tenants were able to use it up until a year or so ago, but water usage increased quite a bit so we turned off the faucet from the inside of the building so tenants no longer have access. A few tenants are now asking to have water turned back on. I couldn't find any info. about this topic in the RTA.
