This whole landlord-tenant game is about collecting money!
You rent to welfare and the dirty little secret is you can't collect from them unless they volunteer to pay you.
We all know welfare tenants will never volunteer to pay you because the want to spend their free money (which we taxpayers pay for!) on popcorn, beer, weed and escorts.
