Tenant gives notice to move then doesn't

My tenant gave me her 60 days written notice to move out on Feb/28/19. I have a potential tenant lined up to move in early march. The existing tenant now says her new place won't be ready until Apr 1st and is now not moving. I told her she has given her written notice and that I have someone moving in approx. 2nd week of Mar. She says "oh well, I'm not going to be in the street with 2 kids." I called LTB and they said she can keep staying even though she gave notice. Plus if she is going to stay she is now 15 days late with Feb rent. I texted her that if she is now staying she needs to pay rent ASAP. Of course no response!!! What is the point of written notice, leases, filing forms with the LTB etc if they can "weasel" out of any of them? :x
